【摘要】通过对云和县原料林基地建设现状进行调查分析，发现原料林基地建设中存在小而散的山林，影响了原料林的规模经营、资金投入严重不足和科技含量不高等问题。提出加快林权制度改革，盘活森林资源；创新方式，建立原料林建设和管理长效机制；完善规划，细化原料林基地建设年度设计方案；加大科技扶持力度，提高原料林建设质量；摸索新形式，加大原料林建设资金投入等发展对策。

【Abstract】 By the investigation and analysis of the construction status of raw material forest base in Yunhe，some problems were discovered，such as the forest with the characters of small size and scattered location restricted the scale management of raw material forest，the fund was quite insufficient and scientific and technological content was not high.The development countermeasures were put forward，including expediting reform of forestry property right system，reinvigoratingthe forest resources，innovating mode，establishing the longterm efficiency mechanism in the construction and management of raw material forest，perfecting planning，refining the annual design，increasing the science and technology support dynamics，improving the construction quality of raw material forest，groping new form and increasing the input in fund.
